The Fermi paradox,
The Fermi paradox, named after Italian-American physicist Enrico Fermi, is the apparent contradiction between the lack of evidence for extraterrestrial civilizations and various high estimates for their probability (such as some optimistic estimates for the Drake equation).[1][2] The following are some of the facts that together serve to highlight the apparent contradiction:
There are billions of stars in the Milky Way similar to the Sun.[3][4]
With high probability, some of these stars have Earth-like planets.[5][6]
Many of these stars, and their planets, are much older than the sun.[7] If the Earth is typical, some may have developed intelligent life long ago.
Some of these civilizations may have developed interstellar travel, a step humans are investigating now.
Even at the slow pace of currently envisioned interstellar travel, the Milky Way galaxy could be completely traversed in a few million years.[8]
And since many of the stars similar to the Sun are billions of years older, the Earth should have already been visited by extraterrestrial civilizations, or at least their probes.[9]
However, there is no convincing evidence that this has happened.[8]
There have been many attempts to explain the Fermi paradox,[10][11] primarily suggesting that intelligent extraterrestrial beings are extremely rare, that the lifetime of such civilizations is short, or that they exist but (for various reasons) we see no evidence. *

After discussion of these facts with fellow physicists and some beers, rumor has it that Fermi exclaimed "where the hell is everybody?" This became the Fermi Paradox or question. Books have been written on this subject. My suggestion is below.

The Metamorphosis Scenario As Submitted
The following 6/2020 submission to Wikipedia was rejected as being original research, without sufficient references.
The Metamorphosis Scenario: A variation of the Zoo scenario, the Metamorphosis scenario, assumes that the intelligent extraterrestrial life observing us are our ancestors rather than aliens.
The Metamorphosis scenario assumes that a First Civilization is exploring the galaxy by the use of propagation probes. Each probe consists of a Guardian and a multitude of developing eggs derived from the First Civilization or its descendants. On finding a suitable planet, in our case Earth, the Guardian allows the eggs to hatch to colonize the planet and form a variety of intelligent societies. The Guardian also protects the colony from random planetary extinction events.
The Commonwealth of Civilizations derived from the First Civilization is already in existence. Its members are communicating among themselves. They are aware of the developing colonies including Earth. Despite its best efforts, Earth (and the other colonies) cannot receive these communications, either because our technology is lacking, we are in a separate dimension or equivalent, or we refuse to believe the evidence when we observe it.
Experience has shown the Commonwealth that societies are unstable: left to themselves, the vast majority of colonies will self-destruct, stagnate, or evolve into societies incompatible with the Commonwealth. One of the functions of the Guardian is to step in to guide or rescue the colony if it evolves in an irreversible direction.
Experience has also shown that incorporation of the colonial societies themselves as a whole leads to a destructive contamination of the order of the Commonwealth. To guarantee uniformity of motive, the individuals themselves – not the societies - are vetted for adoption into the Commonwealth. Those of suitable mindset are accepted. The rest are rejected.
By design, evidence for the existence of the Guardian is not obvious but can be surmised from societal legends, unlikely events, tipping points, and UFO sightings (which are just becoming recognized).

The Fermi Paradox is a question that should consider any plausible answer. However, scientific literature and theories do not accept the concept of an active God having Free Agency with capability to influence world events. Religion is effectively excluded from science. The following is an answer to the Fermi question consistent with (but not a part of) the teachings of The Church of Jesus Christ of Latter-Day Saints.
By common definition, metamorphosis describes a life cycle of four stages: egg, larva, pupa and butterfly. To make the concept more palatable for scientific discussion (without reference to God), we have redefined words in our submission to Wikipedia: Our spirits developed to maturity in the Pre-existence are referred to as eggs; on Earth (with bodies), we are larva, after death and before resurrection, we are pupa; after our resurrection, we are butterflies. By Guardian, we mean Savior.

The First Civilization is the beginning of the Set of Kingdoms of which God the Father and His Family are members. The probes are required since exploration seems to be limited by the speed of light (because of the lack of real time communication with The Father).
Each probe consists of a Guardian and a multitude of developing eggs derived from the First Civilization or its descendants. On finding a suitable planet, in our case Earth, the Guardian allows the eggs to hatch and colonize the planet to form a variety of intelligent societies.
The eggs are the spirit entities who have matured sufficiently to exercise their free agency. They chose Jesus over Lucifer to be the One-Who-Was-Sent as His Only Begotten. Father delegated all authority to His Only Begotten (Moses 4:3) by an irrevocable oath (Moses 4:30). With this authority, Jesus cast Lucifer and his followers to earth as spirits without bodies. The hatched eggs (larva) are all those living on Earth. They are the physical avatars of their spiritual counterparts. The avatars are capable of interacting with matter but have limited psychic powers because of the veil imposed to preserve their free agency. Spirit beings cannot influence matter but have psychic powers to communicate with, influence, and project images to the avatars.
The Guardian also protects the colony from random planetary extinction events.
One such extinction event was Noah’s Flood. Noah’s family was preserved in the Ark until the danger was over. A possible scenario is that “the Great Dying” was perceived as a flood at the Garden of Eden on Pangaea. However, spirits can project their image and communicate with psychic abilities that we on earth cannot detect. If they could not, how did they communicate in the Pre-existence?
Despite our best efforts, we Earthlings (and the other colonies) cannot receive these communications, either because our technology is lacking, we are in a separate dimension or equivalent, or we refuse to believe the evidence when we observe it.
The Veil attenuates our reception of psychic messages. Resurrection fully restores our capabilities. The Savior and other resurrected beings inhabit our physical world without attracting attention.
Experience has shown the Commonwealth that societies are unstable: left to themselves, the vast majority of colonies will self-destruct, stagnate, or evolve into societies incompatible with the Commonwealth. One of the functions of the Guardian is to step in to guide or rescue the colony if it evolves in an irreversible direction.
Societies normally develop as kingdoms or dictatorships. Active intervention is required to initiate and maintain a society based on Free Agency such as the British Commonwealth and the USA. The Savior applies a light touch at various tipping points with use of the Priesthood powers delegated to Him by His Father.
Experience has also shown that incorporation of the colonial societies themselves as a whole leads to a destructive contamination of the order of the Commonwealth. To guarantee uniformity of motive , the individuals themselves – not the societies - are vetted for adoption into the Commonwealth. Those of suitable mindset are accepted. The rest are rejected.
This is the Judgment. All individuals are judged prior to their resurrection since they are resurrected into their Kingdom without hope of advancement. Acceptance of baptism on earth is required by the Commonwealth for the highest kingdom. Judgment ends at Millennium’s end. Explicit evidence of Guardian interference would impact Free Agency since it would prove God exists.
